Incubation board

Tokens that have finished their sale and are being priced on our own book. While a token incubates the issuer cannot sell below a floor, no account may dump its whole holding in a day, a violent hour halts the book, and a decaying sell fee funds buybacks. It reaches the main board only when it holds a real market.
